Grinton Parish Council meets on the first Monday of every other month at 7:15 pm in the Grinton Parish Hall, formerly known as the Grinton Literary Institute.

All residents of the parish are welcome to attend these meetings.

Grinton Parish Council meeting, Monday 4th January 2010 at 7.15pm in Grinton Parish Hall.

Present: Chairman Cllr Brown, Cllrs Alderson, Coates and Sunter, the local press reporter, clerk and one member of the public. Apologies were received from Cllr Porter.

Minutes: The minutes of the last meeting were read, approved and signed.

Matters Arising: Clerk had met BT who had identified the cable in the churchyard and they have agreed to remove it. County Councillor Blackie was unable to attend the meeting but had sent a message that he will be pursuing the matter of gritting for areas where there have been none. Highways will inspect the Harkerside road and undertake repairs, weather permitting.

Correspondence: YDNP advise work will be undertaken on 5 sycamore trees at Manor Farm, Grinton. NY Poilce are looking for volunteers to develop a team who will keep them updated with local community profiles and help compile a neighbourhood profile. RDC are requesting possible locations and demand for allotment provision. Planning has been approved for listed building consent for roof repairs and repainting at Usha Top, Whitaside, and erection of a free standing greenhouse at Manor House, Grinton. YDNPA have sent a letter clarifying notification of parties when amended plans are submitted as part of a planning application. Richmond Fire Station is recruiting volunteers to train to fit smoke alarms in their local community. The next Upper Dales Area Partnership Forum meeting will be held on Tuesday 19th January at 7.00pm. YDNPA are seeking comments on the second call for housing sites by 5th February, details are available on the National Parks website. White Rose Update. YDNPA planning agenda, RDC Citizens Advice Bureau annual report 08/09, NY Waste Partnership newsletter, NYFRA summary of accounts 08/09 and corporate plan 2009-2012, and Clerks and Councils Direct were all at hand. NY Link are looking for people to be a Health and Social Care Communicator for local communities, Cllr Coates will contact Link as she may be interested in helping.

Finance: It was resolved to pay Npower £144.76. Gazette rent for 2010 will be set at £1000. Precept: It was resolved to set the precept for 2010-2011 at £1500.

Any other business: As there was no other business the chairman closed the meeting.

Grinton Parish Council meeting, Monday 2nd November 2009 at 7.30pm in Grinton Parish Hall.

Present: Chairman Cllr H Brown, Cllrs Porter, Coates, Alderson and Sunter, the local press reporter, clerk and six members of the public. There were no apologies for absence.

Minutes: The minutes of the last meeting were read and approved. July and September minutes were both signed.

Matters Arising: NEDL advise the cable on the verge along the Harkerside road is not an electric cable but it may be a BT cable. Clerk will contact BT to investigate.
NYCC will investigate the retaining wall at Bank Heads. Cllr Porter advised that this has been repaired.

Correspondence: The village had scored 74.7% in the best kept village competition. Points had been lost on the condition of farmyards, barns and outbuildings. A poster advertising Richmondshire and Hambleton council’s cycling to health scheme will be displayed on the village notice board.
NYCC are reviewing their provision of salt bins and heaps. Highways inspectors will assess these against an assessment criteria, those with a (-) score will be removed. For new bins required by Town and Parish Councils, those which do not meet the assessment criteria will be charged at £85.00 plus £75.00 annually to fill the bin twice with rock salt.
RDC have written regarding results of a recent survey which showed 4% of responses felt anti social behaviour was a big or very big problem in Swaledale. The number of reports of anti social behaviour from April 08 to March 09 was zero.
It was noted from YNDPA ‘call for housing sites’ progress report that four sites in Fremington had been rejected, three sites in Reeth will be subject to further investigation.
Cllr Coates took details of the Council’s budget and Council Plan consultation. Comments should be forwarded by 22nd January 2010.
The August and November LEADER newsletters, YDNPA planning agenda, RDC Local Homes for Local People newsletter and Country Air were all at hand.
YDNPA have forwarded a copy of their recreation and tourism strategy ‘Special Qualities, Special Experiences’. Views and comments should be forwarded by 7th December 2009.

Finance: it was resolved to pay the following M Porter (clerk), A Chandler (shelter cleaning) and Mazars (audit fee) £57.50. Monies received £750.00 precept.
The external audit has been completed. It was noted the consolidated stock had been correctly moved into the assets, also that comparatives had not been restated.

Any other business: A letter of thanks will be sent to Tom Guy for over 40 years of service winding Grinton church clock.
Pot holes on the Harkerside road will be reported to highways.
Members were reminded of the Remembrance Day parade and service at 2.30pm on Sunday. Chairman asked as many as possible to attend.

Parish Hall: It was resolved that the Parish Council would take over the financial management of the hall. It was agreed to invite representatives of the gazette to a meeting to be held on Monday 7th December 2009 at 8.00pm, councillors to meet at 7.15pm.

Grinton Parish Council meeting, Monday 7th September 2009, at 7.15pm in Grinton Parish Hall.

Present: Chairman H Brown, Councillors Coates and Porter, the clerk and three members of the public. Apologies were accepted from Councillors Sunter and Alderson and the local press reporter.

Minutes of the last meeting were read but could not be approved as only one councillor present had attended the July meeting.

Matters Arising: Highways are discussing the grass grid system on Moor Road with their contractor. They don’t feel a site meeting is required at present.

NALC legal executive advise that as the bins on the village green have changed location several times a claim for a prescriptive easement is not solid. Encroachment on the village green is a public nuisance which is a criminal offence unless the encroachment is with the aim of improving the enjoyment of the green. Clerk will ask again that the bins be removed.

Clerk will write to NEDL and ask that the cable along the Harkerside road and in the graveyard be buried underground.

YLCA have suggested the Council could set the Parish Hall up as a charitable trust. The clerk advised that a sub committee could be set up to include councillors and members of the hall committee. If the Council were to run the hall only one bank account would be used.

With regard to the electric usage, the clerk will circulate figures for the next meeting and Councillor Coates will advise the hall committee members that there will be a meeting at 7.00pm on 2nd November.

Correspondence: Mrs Stocks advises the beck side wall behind her property has fallen down. Councillor Coates and the clerk had visited the site and advised that it is not part of the village green. The minutes books state that the Council do not own the land past the wall which runs at a right angle to the beck. It was noted a hut had been placed on the land below the wall which would not have been allowed on village green.

A letter from Mr Atkins to highways re: the moor road cattle grid was read to the meeting.

Planning permission has been granted for erection of a porch at Waterford House, Grinton, listed building consent for works to dwelling and outbuilding at East View, Grinton and erection of extension and alteration to existing outbuilding and change of use of agricultural land to form additional domestic cartilage at Plane Tree House, Harkerside.

A historic endurance rally association rally will pass through the parish between 5th and 8th December.

Richmondshire Safer Neighbourhoods Ward Summary and details of In Patient Paediatric Care at the Friarage were read to the meeting.

YDNPA planning agenda, NYCC Overview and Scrutiny Annual Report to March 2009 and Clerks and Councils Direct were all at hand.

A questionnaire on NYCC Local Transport Plan and an annual survey on satisfaction with the Highways and Transportation Service were completed.

RDC are holding an informal Board Meeting of their new Area Partnership for the Upper Dales Area at Sycamore House, Bainbridge on Tuesday 29th September at 7.00pm. They will also hold the ‘State of the District Debate’ on Wednesday 16th September at 6.30pm at Risedale Sports and Community College, Hipswell, Catterick Garrison.

YDNPA have sent notification of changes in the organisation of their planning department. Planning surgery times and venues will be displayed on the village notice board.

Finance: It was resolved to pay Npower £102.65.

Any other business: The retaining wall supporting the road near Bank Heads House requires maintenance, clerk will report to highways.

Grinton Parish Council meeting, Monday 6th July 2009, at 7.00pm in Grinton Parish Hall

Present: Chairman Councillor B Sunter, Councillors G Coates and J Alderson, the local press reporter, the clerk and two members of the public. Apologies were accepted from Councillors Brown and Porter.

Minutes of the last meeting were read, approved and signed.

Matters Arising: RDC advises that as both Corner House and Church View have curtilage they do not qualify for the purple bags scheme. The matter will be left in abeyance until a reply is received from the Local Councils Association solicitors.

Potholes and drains reported to highways will be inspected and saplings growing out of Grinton Bridge removed. Highways advise they are no longer allowed to apply chemicals to stop re growth.

YDNPA advises a condition will be applied to the barn at Dyke House tying the barn to the existing property to prevent it being sold as a separate property.

The Dales Bike Centre has won the environmental award they were nominated for.

Correspondence: K Webster has written to Highways regarding the area of grasscrete near the white footbridge which is breaking up. Council agreed to support his letter asking for repairs or replacement.

Planning permission has been granted for change of use of barn to ancillary domestic use and creation of new vehicular access at barn adjacent to Banks Head Cottage East, Low Row.

YDNPA has funding available for planting new native broadleaved woodland.

North Yorkshire Libraries have sent a reminder of their free Home Library and Information Service taking books and CD’s into peoples’ homes. This will be forwarded to the gazette.

Details of York Nightstop Charity will be displayed on the village notice board.

Richmondshire Safer Neighbourhoods ward summary for May and June for Swaledale, Reeth and Arkengarthdale were read out to attendees.

YDNPA are not progressing the minerals and waste development plan as the government will not permit the review in advance of the preparation of a Local Development Framework, Core Strategy. YDNPA will not preparing a Core Strategy until after its review of detailed housing policy.

North Yorkshire Fire & Rescue Service have sent a reminder of the free home fire risk check available from their organisation, these can be requested by phone or via the web site.

‘Local homes for local people’ newsletter, RCVS newsletter, TDNPA planning agenda information, NYCC Area Committee agenda information, Clerks & Councils Direct, YLCA Annual Report and Accounts and Country Air were all at hand. CE Electric have a register of people for priority treatment during a power cut, details are available from the clerk.

Finance: It was resolved to pay Npower £163.26.

Any other business: Mr Mason at Mergill had reported a cable lying on the roadside along the Harkerside road, it was thought this has now been buried.

Mrs Sutherland raised the issue of the Parish Hall. Many members of the committee have either died or moved away and interest in the hall has diminished. It was suggested that as owners of the hall the Parish Council should take over the running or it. The clerk will contact YLCA to find the best way forward on this issue.

Grinton Annual Parish Meeting, Monday 4th May 2009 at 7.00pm in Grinton Parish Hall.

Present: Chariman Councillor H Brown, Councillors B Sunter, G Coates, S Porter and J Alderson, County Councillor J Blackie, the clerk and three members of the public. Apologies were received from Mrs T Little, the local press reporter.

Minutes of the last meeting were read, approved and signed.

Matter Arising: Cllr Coates had spoken to Richmondshire District Council regarding their bins stored on the village green. They advised that this is a problem in several towns and villages and if requested they will contact property owners and request that they store the bins within their own curtilage. Clerk to write to RDC requesting they take this action.

The clerk had completed the information available from the Council under their Model Publication Scheme. Councillors had no objections to their name, address and telephone numbers appearing on the web site.

Councillor Blackie agreed to follow up the Council’s request for information regarding The Causeway.

Correspondence: Requests can be made to Richmondshire Community Safety Partnership for the speed matrix boards to be deployed to places where speeding is a problem.

Permission has been given to crown and trim a beech tree and remove and replant an ash tree at The Old Vicarage, Grinton.

The Information Commissioners Office have produced a DVD to provide clear and practical advice regarding requests to councils for information under the Freedom of Information Act. This will be available to Councillors from the clerk.

It was agreed not to subscribe to the Richmondshire Local Sports Council.

RDC are holding ‘Safer Sessions’ events throughout Richmondshire to provide information to vulnerable people, the Community Safety Officer will organise these sessions.

Nobody wished to attend the RLSP ‘Celebration of Many Cultures’ on 7th May.

Planning has been granted for the continued use of SSSI land for Richmond Motor Club’s annual three day trial until 2011.

North Yorkshire Police have forwarded their ward summary document detailing activities of staff based at Leyburn station and crimes in each dales neighbourhood.

North Yorkshire Rural Housing Enablers newsletter, Newsline newsletter, Performance Matters Waste partnership newletter, White Rose Update and YDNP planning agenda and minutes were all at hand. An update on YDNP’s housing development plan had been received. County Councillor Blackie advised that in some cases where barns are within villages or close to roadsides there should be a case for supporting their conversion for local housing rather than new build properties. It was agreed that this would be a sensible policy.

Finance: It was resolved to approve the statement of accounts for the year end 21st March 2009. Councillors completed the annual governance statement and this was also approved.

It was resolved to pay the following YLCA membership, Allianz insurance and M Porter half year salary and expenses. Monies received precept, NEDL wayleave and hall contribution to electric.

Any other business: The clerk will contact highways to ask if something can be done with water standing opposite the Youth Hostel gates. A large pot hole west of Crackpot will also be reported. It was noted that the new Bike Centre at Fremington is in the running for an environmental award.
