Grinton Parish Council meeting Monday 7th January 2013 at 7.15pm in Grinton Parish Hall.
Present: Chairman Cllr H Brown, Cllrs Coates, Porter and Sunter, District Cllr Gardner, the clerk, local press reporter and one member of the public. Apologies were accepted from Cllr Alderson.
Minutes of the last meeting were read, approved and signed. Mr Dawson noted the ‘village’ web site was referred this should be ‘parish’ web site.
Matters Arising: The gate at Harkerside cattle grid has been repaired. The pothole and Bunsen Nook has also been inspected and repaired. District Cllr Gardner advised the Grinton village sign still needs erecting. Also he will be holding a site meeting with a highway’s representative to discuss the problem of roadside saplings. A blocked drain at Ellers Hill, Whitaside, stones blocking the pipe under the water splash at Summer Lodge and the fallen wall and dip appearing below Moor House will all be reported. It was agreed the roads needs clearing below Swale Hall, pot holes on the Harkerside road need repairing and the subsidence on the Grinton to Richmond road through Ellerton is becoming a serious problem. These will also be reported.
An update on the Grinton churchyard project has appeared in local press.
District Cllr Gardner asked for any comments on the Remembrance Day parade, Cllr Brown agreed the earlier start time was a good idea.
Correspondence: A letter from Mr Chandler complaining of sheep loose in the village was read, Cllr Brown thought they may be his and will endeavour to find out.
Carriageway patching has been carried out on the Grinton to Leyburn road.
RDC are holding a meeting regarding changes in legislation that could impact on Council Tax setting and Parish precepts. D C Gardner advised he will be attending and will report back to the Parish Council.
The planning application for Neddy House kitchen garden has finally been disposed.
An update from Rural Action Yorkshire on keeping warm and safe over winter and three requests for funding from charities were all at hand.
Finance: It was resolved to pay Npower £176.22. The clerk will find out further information on the HMRC PAYE real time information which commences in April 2013.
Any other business: DC Gardner asked for comments on the idea of joining Ellerton Abbey parish to Grinton Council. Cllrs had no objections and Cllr Gardner will put this to RDC and Ellerton Abbey parish.

Grinton Parish Council meeting, Tuesday 6th November 2012 at 7.15pm in Grinton Parish Hall
Present: Cllrs Brown, Coates Porter and Sunter, the clerk and four members of the public. Apologies were received from Mrs Little.

Matters Arising: The potholes at the top end of the dale have been repaired; the village name plate for Grinton is in Highways yard awaiting erection. District Cllr Gardner is co-ordinating requests for work on road side saplings including those reported last month and those growing on Grinton Bridge. Cllr Sunter will check Harkerside cattle grid and report back to the clerk.
The Swaledale Festival has returned the hall key to Cllr Coates.
YDMP advise that tree preservation orders are recorded as a charge on the land so when a property search is carried out by the buyer’s solicitor the new owner will be made aware of the order.
James Rayner at Stanton Mortimer has replied that it is not clear from the registered title if the land where the broken foot bridge is situated is within the estate boundaries. The clerk has chased NYCC for a reply re: the sewer pipe in the beck and has not received a reply. J Blackie will be asked to chase on the Council’s behalf.
The chairman introduced Sue Allison and Ralph Court to the meeting to inform those attending of plans for work to be carried out in the churchyard. An Open Day will be held on 8th November to collect ideas and meet the National Parks Wildlife Officer. The west end of the churchyard has had the long grass cut back, details of the wildlife will be logged and suitable habitat will be left in place so the wildlife can thrive whilst visitors can also access the graves there. Details will be put on the village website.
Correspondence: Mr and Mrs Baker, River View have requested permission to put a fence along the riverbank. Permission had been granted to previous residents, Councillors agreed that this should be granted again from the riverside wall of the house directly across to the bridge along the edge of the village green.
The chairman had signed a wayleave agreement to cross village green to the barn opposite Manor Farm, now called Peggy Barn.
Anyone interested in becoming a member of the Yorkshire Dales Access Forum should return applications forms to YDNP offices at Bainbridge by 19th November 2012.
No one is available to attend the YDNP planning forum meeting on 26th November 2012.
Moor Road, Grinton will be closed for two days from Monday 19th November 2012 to allow works to install a new water supply.
There will be a rolling road closure from Reeth to Grinton and return on Sunday 11th November for the Remembrance Day Parade. Councillors were invited to attend the parade commencing at 14.00 hours.
Planning has been granted for continuation over SSSI land of the three day annual motorcycle trial until 2016.
RDC advise the polling booth for the forth coming election will be delivered sometime between Monday 12th November and Wednesday 14th November.
The next Richmondshire Area Committee meeting will be at 10.00am on Thursday 8th November at The Station, Richmond.
Clerks and Councils Direct was at hand.
Finance: It was resolved to set the precept for 2013/2014 at £1500.
It was resolved to pay Yorkshire Water £23.03 and A Chandler £18.00. Monies received precept £750.00, jubilee mugs £16.50.
Any other business: Potholes at Bunsen Nook, High Whitaside and along Swale Hall Lane will be reported to Highways. District Cllr Gardner had spoken to the Chairman regarding supporting Mr Fairbrother re: land adjacent to Heatherlea. Councillors agreed that they did not know who actually owned the land, only that it did not form part of the land registered in the ownership of the Council.

Matters Arising: The clerk will contact James Feest, NYCC regarding an update reply from Yorkshire Water. Pot holes around Crackpot, Bell Isle and Summer Lodge will be reported again.
Correspondence: Planning has been granted for erection of a two storey extension at Crossbeck Cottage, Grinton.
RDC are holding training on Standards and Code of Conducts on 16th October 2012.
The Richmondshire Area Partnership Funding Scheme is open for applications; the closing date is Monday 1st October 2012.
The Polaris Challenge cycle event will pass through the parish on 22nd and 23rd September 2012.
Information on the Richmondshire Local Plan Core Strategy was noted, this covers that part of Richmondshire that lies outside the National Park.
A free training event ‘planning for emergencies’ will be held at County Hall on 3rd October 2012.
The revised register of electors will be published by RDC on 16th October 2012.
YLCA Annual Report 2011/2012, Clerks and Councils Direct and the NYCC Richmondshire Area Committee agenda for their meeting on Thursday 6th September were all at hand.
NYCC Highways have forwarded an update on the county council highways and transportation service. The ten year contract with Balfour Beatty ended in March 2012 and the new highway maintenance contractor is Ringway. The County Council Executive has recently approved an additional £2m of funding to be spent on pot hole repairs as part of the Council’s response to the current economic climate and need to stimulate growth. As the money has not come through the normal funding arrangements it is not necessary for highways to follow their normal prioritisation mechanism. Each local member has been allocated approx £25k to spend in their own area and is being consulted on what they would like to see it spent on.
The Audit Commission has appointed Littlejohn LLP as external auditor for the next five years from 2012/13.
Finance: It was resolved to pay the following Yorkshire Water £15.88, Mazars £60.00. Monies received NEDL wayleave £18.71, Reeth Gazette £275.00, Jubilee Mugs £16.50.
There were no items to report from the external audit report. A copy of the amended standing orders was signed by the Chairman.
Any other business: The gate at the cattle grid at the west end of Harkerside will be reported to highways for repairs; the Grinton village sign at the east end of the village has been removed, a replacement will be requested; and roadside saplings Grinton to Swale Hall and Crackpot Gill to Springend road will be reported to Highways.
The hall key has not been returned by the Swaledale Festival. Clerk to contact the Festival secretary. It was noted that land along Swale Hall Lane has recently changed ownership, YDNP will be reminded of the tree preservation orders on sycamore trees on the land as they may like to inform the new owners.

Matters Arising: Highways will not be repairing pot holes due to budget cuts until they reach intervention level in the Crackpot, Belle Isle and Summer Lodge areas. Urgent and emergency works will take priority.
James Feest, NYCC, will contact Yorkshire Water to find the outcome of their investigations on the undercutting of the support for the sewer pipe.
Work has been carried out on the seat near Grinton Lodge.
Correspondence: The RCVS spring newsletter had been received.
The Audit Commission are consulting on appointing Littlejohn LLP for five years from 2012/13. The scale of fees is indicating no fee payable for Councils in the 0-£10000 income/expenditure band.
Code of Conduct: It was resolved to adopt the Code of Member Conduct wording as provided in the draft document from Richmondshire District Council.
It was resolved to rescind the current standing order number sixteen and to adopt the following wording ‘when a member has a disclosable pecuniary interest in any business of the Council the member must withdraw from the room or chamber where the meeting considering the business is being held during consideration and voting on the business’.
Surplus jubilee mugs will be sold for £5.50 per mug.

Matters Arising: Jubilee mugs had to be ordered before 30th April. The chairman had instructed the clerk to place an order for 36 (minimum quantity). Councillors will distribute then when they are delivered.
Contact details for useful organisations in case of flooding have been included on the web site.
The moor road cattlegrid has been repaired; pot holes at the top end of the dale still need repairing.
There have been no further developments re: YDNP housing sites in the dale.
RDC has found money to ensure Grinton toilets will remain open all year but with reduced cleaning.
Councillors were not in favour of accepting ownership of the land in Grinton Gill where the small bridge is built. A letter will be sent to the estate re: ownership and contact details for the owner of Beck Cottage will be sent to Mike Briggs.
The NHS is holding a public meeting on Tuesday 22nd May at Tennants Auction House, Leyburn to discuss the future of children’s and maternity services at the Friarage Hospital, Northallerton.
YDNP are undertaking a survey of the condition of listed buildings in the parish.
NYCC highways has advised that work will be undertaken on the B6270 from Downholme to Grinton during the current financial year.
There were no objections to plans to erect a goat/sheep shelter behind East View, Grinton.
Rural Action Yorkshire has sent information of ‘Hotspots’, a scheme which aims to create an awareness of the risks of cold weather and fuel poverty to both agency staff and the community at large.
Further consultation is being carried out on changes to the National Parks governance. Responses should be submitted no later than 31st May 2012.

Annual Parish Meeting of Grinton Parish held on Monday 7th May 2012, at 8.00pm in Grinton Parish Hall.

Present: Cllrs H Brown, B Sunter, G Coates, J Alderson and S Porter, the clerk, local press reporter and three members of the public. There were no apologies for absence.

Matters Arising: The seat at Crackpot is beyond repair. This site can be used for a replacement if one is offered to the Parish.
Memorial Hall Accounts: Reeth Memorial Hall accounts were available and were presented to the meeting.
Any other business: Mr R Fairbrother raised a query regarding the land adjoining the beck behind Heatherlea. The meeting looked at the Village Green/Common Land maps, the land is not identified as either. The chairman recalled a dispute over a wall built by the owners of Heatherlea in approximately 1976, at the time the Parish Council had agreed that land owned by them was the lane and that to the south of the wall. The clerk will look through the old minutes books and try and provide further information to Mr Fairbrother regarding ownership.
Clerk will follow up the meeting held to discuss erosion of the beck walls as no further information has been received.
Councillor Alderson offered to tidy the ground to the front of the parish hall.

Grinton Parish Council meeting, Monday 5th March 2012 at 7.15pm in Grinton Parish Hall.
Present: Cllrs Brown, Sunter, Alderson, Porter and Coates, the local press reporter and Danielle Wheatley from the Environment Agency. Apologies were accepted from the clerk.

The chairman introduced Danielle Wheatley who updated members on progress of the rapid response catchment project. Cllr Alderson volunteered to be the local link with the Environment Agency to pass on warnings to the community. A list of useful contacts will be put on the web site. Cllr Alderson advised the local fire brigade are trained to Level 2 in flood procedure. Up to £100 grant funding may be available for emergency equipment; this could be kept at the parish hall. A site is still required for sand bags storage on the north side of the river. These are available for the public to use not just for the fire brigade to distribute.
Matters Arising: Councillors are considering the options regarding winter closure of the public toilets. RDC has offered to make a key available for hall users, the Council would be responsible for cleaning during the winter closure. A problem with drains blocking and overflowing into a neighbouring garden has been reported to Yorkshire Water.
Highways – Yellow lines outside the church have been re-ordered. Harkerside cattle grid, gutters at Springend and the beck undermining at Blaeberry Cottage will all be re inspected.
Vegetation on Grinton Bridge will be removed when resources are available.
Correspondence: Notice has been received regarding work to be carried out on trees in St Andrew’s churchyard.
It was agreed to enter the Rotary Club best kept village competition.
The next Upper Dales Area Partnership meeting will take place in Reeth at 7pm on 21st March 2012.
Cllr Brown updated the meeting on post examination hearing changes on the Yorkshire Dales Housing Development Plan. The inspector has objected to sites identified above Reeth due to their visual impact. He will be asked to reconsider.
Orders regarding the Lakes and Dales Landscape Designation Project have been submitted to the Secretary of State by Natural England.

Matters Arising: Michael Briggs (YDNP Area Ranger) and the clerk had reviewed the maps of the village green. It would appear the footbridge by Blaeberry is not on land owned by the Parish Council. Mr Briggs will continue to investigate the possibility of it being registered as a footpath which the Council supported.
No further correspondence has been received regarding the bank erosion on Grinton Beck.
Cllr Brown advised YDNP Access Forum appointments have been made.
Correspondence: An update on Natural England’s lakes to dales landscapes designation project had been received. Orders are being drawn up to vary the boundaries of the two National Parks. These will be submitted to the Secretary of State and placed on deposit for public inspection for a period of 28 days.
An NYCC questionnaire on Highways and Transportation issues and one on NYCC’s budget were completed by Councillors.
Details on RDC’s playground costs had been received from Fleur Butler.
Information on Richmondshire Eco Week will be placed on the village noticeboard.
Yorkshire Dales Leader newsletter and information, RCVS newsletter and Local Homes Newsletter were all at hand. Information has been provided by Digital UK regarding the switchover in September 2012.
The Campaign for Protection of Rural England has provided a copy of their booklet ‘Planning Explained’.
Finance: It was resolved to pay T Hird £224.90, Y Water £24.16, Npower £163.83.
Any other business: The clerk was instructed to write to local councillors J Blackie, M Gardner and B Gale objecting to the winter closure of Grinton toilets.

Present: Chairman Cllr H Brown, Cllrs Alderson, Coates, Porter and Sunter, the clerk, the local press reporter, PCSO Taylor Page and two members of the public. Apologies were received from District Cllr Gardner.

Matters Arising: PCSO Taylor Page is continuing to progress the yellow lines outside the church with the highways department. Police cones can only be used as a temporary measure.
Cllrs Brown and Coates had met on site today with NYCC, RDC and the Environment Agency to discuss erosion on Grinton Beck sides. NYCC will come back to the clerk on this matter, grant money may be available for work.
Electric quotes are still to be received; a decision was delegated to the chairman once these are received.
Correspondence: The village had only scored 49% in the best kept village competition.
A rolling road order has been made for the Remembrance Day parade. Cllrs are invited to join the parade at 2.15pm on Sunday 13th November 2012.
A request for a donation of £100 to South Cleveland Heart Fund will not be met as the Council’s has only limited funds.
Plans to extend the YDNP and LDNP have been submitted to the Secretary of State, documents supporting the plan can be viewed on YDNP web site or at Hudson House, Reeth. It was agreed not to support Austwick Parish Council’s objections on the plan.
NY Fire and Rescue summary of accounts 2010/2011, White Rose Update, Jubilee Beacons Guide, Country Air, Leader Programme Newsletter Oct 2011 and Clerks and Councils Direct were all at hand. The Council for the Protection of Rural England has sent a guide on how to respond to planning applications.

The 2013 Review of Parliamentary constituencies in England by the Boundary Commission for England is open for consultation until 5th December 2011.

Grinton Parish Council Meeting, Monday 5th September 2011 at 7.15pm in Grinton Parish Hall.
Present: Chairman Cllr Brown, Cllrs Sunter, Alderson and Coates, District Cllr Gardner, the clerk, two members of the public and PCSO Taylor-Page. Apologies were accepted from Cllr Porter and Mrs Little.

Matters Arising: A quote for the hall lights has been received from T Hird, because of the cost a second quote will be required.
H Brown will remind T Sunter about the wall and shelter repairs.
District Cllr Gardner will speak to highways to chase removal of the trees growing out of Grinton Bridge. PCSO Taylor-Page will also push highways to re paint the yellow lines outside the church where parking is causing a hazard.
A meeting is still required re: Grinton Beck erosion.
Correspondence: Dales Integrated Transport Alliance has successfully bid for funding, they will be surveying transport use and needs in communities across the DITA area in the coming months.
Michael Briggs has written introducing himself as the YDNP Area Ranger for Swaledale and Arkengarthdale.
YDNP has written outlining changes to the planning application scheme of delegation, this should reduce the number of cases that are referred to committee.
Notice has been received for removal of a limb to a horse chestnut at The Old Vicarage.
Amey Cespa have sent an update on the proposals for Allerton Waste Recovery Park, the planning application has been submitted to North Yorkshire County Council.
The Council completed a questionnaire re: NYCC Sustainable Community Strategy for North Yorkshire 2008/18, refresh for 2011 to 2014.
NYCC has outlined details of their winter maintenance parish and town council scheme, councillors felt this was not a scheme they could take part in.
YDNP has highlighted the availability of Members to attend parish council meetings. As the chairman is a Member and keeps the Council well briefed it was agreed not to invite anyone else at the current time.
NYCC advises the consultation period on their mineral and waste development framework has been extended until 30th September 2011.

Present: Chairman Cllr Brown, Cllr Porter, District Cllr M Gardner, the clerk and local press reporter. Apologies were accepted from Cllrs Coates, Alderson and Sunter. As the meeting was not quorate the minutes were not approved.
Matters Arising: Highways will inspect the cattle grid on Harkerside and order repairs as required. Vegetation on Grinton Bridge will be removed once there is a suitable slot in the works programme. Resource is not currently available to repair the grasscrete on Moor Road.
Mark Young, NYCC Flood Risk Manager, is contacting Highways and Yorkshire Water for their comments on erosion issues along Grinton Beck. He would also like a representative of RDC to attend any site meeting. Details of owners of land adjacent to the beck will be forwarded to Mr Young.
Correspondence: A request from the Youth Hostel that yellow lines adjacent to and opposite the church be repainted will be forwarded to Highways. It was suggested a parking attendant during the Swaledale Festival may be useful although problems arise when artists are setting up.
Mr Sharp’s enquiry re: planning, the clerk will reply referring him to YDNP.
YLCA have confirmed that Cllr Brown has been re-elected to the YDNP Authority.
NYCC advise that the mobile library service will cease from Friday 16th September 2011. Cllr Gardner advised that the super mobile will come to Reeth every other Wednesday, also that a lady in Hudswell runs a drop off service, further details of this will appear in the gazette.
There were no objections in principle to Dinsdales, Harkerside Place, proposals to fence the riverside both sides of the swing bridge.
Amanda Madden has written introducing herself as Hambleton and Richmondshire Rural Housing Enabler, she will be available to attend parish council meetings if required. Details of the new North Yorkshire Home Choice were available. This is a way of allocating affordable housing that is based on the public advertising of available homes.
NYCC Local Transport Plan 3 which runs until 2015/2016 is available on NYCC’s web site. Further details/reminder of the Yorkshire Dales Millennium Trust parish caretaker scheme has been received.
NYCC has notified the Council that from 1st July 2011 their household waste recycling centres will now be closed on Wednesdays.
The clerk will complete NYCC’s countywide civil parking enforcement consultation questionnaire.
RDC has provided an update on the broadband review in Richmondshire; and also the final report of the scrutiny review into physiotherapy services in Richmondshire.
Comments will be sent on the provision of services in Reeth which is regarded as extremely beneficial to the local community especially with regard to local transport issues and the locality of other service providers.

Matters Arising: Danielle Wheatley will contact Reeth and Gunnerside Councils regarding holding a joint awareness even on flooding risks. Mark Young, NYCC Flood Management Officer, has been given as a contact for erosion to the bank sides of Grinton Beck. Further erosion opposite Blaeberry Cottage, noted in correspondence from J Dawson, could also be a cause for concern. It was agreed to contact Mike Young for a site meeting and notify Mike Woodford if he also wished to attend.
Cllr Brown advised that YDNP have agreed to remain at Hudson House.
Correspondence: J Dawson had brought the Council’s attention to minor work required on the bus shelter. There is also further problems with the road side wall on Swale Hall Lane. The chairman will meet on site with Tony Sunter to discuss repairs required.
Mr Merton has been advised by RDC that they are awaiting funding from the Parish Council to repair the streetlight by Mergill. Clerk to contact RDC as the Council are not aware of any request for funding.
YDNP has decided there has been no breach of planning control regarding the unauthorised siting of three camping pods at Grinton Youth Hostel.
Natural England has forwarded details of their revised proposals to extend the Lake District and Yorkshire Dales National Parks. The Council will back the extensions only with confirmation that there is membership and funding to administer and support it.
No nominations were put forward for the RDC Junior Sports Awards.
Any formal representations on the YDNP Housing Development Plan need to be submitted by noon on 16th May 2011.
YDNP has forwarded notice of the felling of a copper beech at Bridge Cottage, Grinton.
It was decided not to install a key box on the Parish Hall. J Dawson holds a key and is willing to open the hall if required and if he is available.
NYCC has forwarded details on bus service changes from April 2011.

The chairman introduced Danielle Wheatley from the Environment Agency who gave a short presentation on the rapid response catchment project, this focuses on managing flooding incidents and raising awareness of the hazards. A flood warden scheme gives a direct link to the EA and Cllr Alderson expressed an interest. It was thought a joint awareness day with Reeth and Gunnerside would work better than three separate events and at Reeth on market day would probably attract most people. A leaflet drop was also a possibility. T Thorp informed the meeting that sandbags are available free of charge from RDC for domestic properties. Sandbag stocks are being deposited at various sites in the dale for use by the fire service in emergencies. The nearest is Reeth Pumping Station, some at Grinton side of the river would be ideal. The chairman thanked Danielle and Terry for attending.
Matters arising: The gazette has forwarded details of key holders. They have also complained that the heating has been turned down in the hall making the paper damp so it jams in the printers. The heating has not been changed since the summer when T Hird adjusted it as it was set too high.
YDNP enforcement team has confirmed that the file has been closed on unauthorised erection of UPVc conservatory at Bank Head, Low Row. The breach has been rectified.
NYCC highways new address is Gatherley Road Ind Estate, Brompton on Swale, Richmond.
RDC has forwarded an election timetable, nomination papers should be delivered by noon on 4th April.
A recent complaint regarding removal of a sycamore tree adjacent to East View has been resolved. Council had advised they had no objections in May 2010.
A letter of support will be sent to the Dales Integrated Transport Alliance to support a joint bid for funding from the Department of Transport.
RDC have forwarded a summary of the LDF Local Strategy Statement, further details are available on their web site.
It was agreed to take part in the rotary club best kept village competition. The clerk will provide flyers nearer the time, J Dawson offered to take these around the village.

Matters Arising: Highways will remove vegetation growing out of Grinton bridge.
The Environment Agency advises that Works in Rivers consent is required if there will be an obstruction to the water flow e.g. creating a dry area. If householders wished to work together with a similar solution one consent should cover all works.
Mr & Mrs Colman do not wish to hold a license for use of the village green as they still claim an easement. The Council do not agree with their position and will continue to investigate. It was noted from the minutes in 1996 that the Council wrote to the owners of adjoining property confirming that the ground was village green and should be kept clear. Copy of this minute will be forwarded. The clerk advised that Mrs Colman had enquired about any references in the minute book, this was the only detail she had found and had advised Mrs Colman.
Correspondence: RDC had forwarded a list of activities for the Over 50’s which are held in the Richmondshire Area.
The National Park Governance review is available on the DEFRA website. Cllr Blackie urged the council to respond to this document, as whilst such groups as the ramblers association and horse society are included in the consultation, Parish Council’s are not included. The document looks at how the authority members work, and he concerned it could reduce the membership cutting out any Upper Dales representation.
Cllr Blackie also expressed concerns over proposed cut backs by the government. The National Park budget has been cut by £1.7m. Hudson House tourist information and the local ranger service are both being considered for possible savings. Cllr Blackie and Cllr Brown have resigned from Hudson House to enable them to be included in any discussions. If cutbacks take into consideration cost per head, the sparsely populated Upper Dales, which already has very few services, will suffer.
With acute stroke/trauma cases now being referred to James Cook Hospital in Middlesbrough, Cllr Blackie is campaigning for additional ambulance cover for the dales as, with the increased journey times, there will be times the current ambulance in unavailable.
NYCC has confirmed that stocks of salt are in place for winter gritting. They have also issued guidelines for people wishing to clear snow and ice on pathways.
NYCC has awarded a contract to Amey Cespa for the management of waste in North Yorkshire and York for 25 years. A planning application will be submitted early this year for the Allerton Waste Recovery Park, along with an application to the Environment Agency for an operating permit.

Cllr Coates had attended the NY Link Group meeting at Middleham. She gave a short report and advised a full report is likely, attendees had been asked to prioritise the 3 most important things for funding and the focus of the meeting had been the elderly.

YDNP are working on the draft appraisal for the Swaledale and Arkengarthdale conservation area and are asking for any issues within the boundary to be put forward.
It was agreed to ask Danielle Wheatley to attend the January meeting to discuss the Environment Agency’s rapid response catchments following identification of Grinton as an area likely to suffer from flash flooding.
The Grinton to Reeth road will be closed on 14th November during the Remembrance Day parade. Councillors have been invited to attend the parade.

NYCC proposed revisions to the home to school and college transport policy are available on their web site. Public consultation will be carried out between 4th October 2010 and 17th January 2011.
Details of the service pathways for trauma and orthopaedic surgery and acute stroke have been forwarded from NHS North Yorkshire and South Tees Hospitals NHS FT. Initial responses are requested by 15th November 2010. Serious cases will be forwarded to the James Cook University Hospital with transfers back to the Friarage as soon as possible and follow up as an outpatient also at the Friarage.
No suggestions were put forward for membership of the Yorkshire Dales Access Forum.

Cllr Coates agreed to attend the Richmondshire NY Link Group meeting at Middleham. Cllrs agreed to support Marton Cum Grafton’s objection to NYCC plans for a waste incinerator close to Boroughbridge.
The Council will respond to NYCC proposed changes to the concessionary fares scheme expressing concern that in rural areas passes should still be accepted prior to 9.30am.
NYFRS are holding a workshop at Leyburn Fire Station on 21st September and Hawes on 27th September, community safety vehicles will be on view to look over.

Two quotes had been submitted for repairs to the roadside wall. Cllr Sunter declared an interest and took no part in the discussion. It was resolved to accept the quote from T Sunter Build Ltd as it was significantly lower that the second quote.
Cllr Blackie will forward information to the clerk re; closure of the minor injuries service at The Friary in Richmond. Council will object as this will mean travelling to Northallerton for the service.
Any other business: Clerk was asked to contact the Environment Agency regarding the beck side wall which is being undermined. Cllr Brown agreed to meet a representative on site if required.
Mr Dawson advised the telephone box had been broken into but was now repaired.
The clerk was asked to report the trees growing out of Grinton bridge again to highways. Cllr Blackie agreed to speak to Mike Woodford regarding road repairs still not undertaken around Crackpot, Summerlodge and Isles Bridge. He will notify of a large stone dropped out onto the grass verge 45-50 yards west of Throstle Nest house.
Cllr Blackie advised of the following, the mobile skip will visit Reeth on Saturday 30th October. The Buttertubs pass will be closed 9.30 hours until 16.30 hours for 2 weeks from Monday 11th October.

The NALC have suggested the Parish Council may consider offering a license to the owners of Corner House and Church View to store one wheelie bin each in the village green. Councillors agreed to put this proposal forward to the homeowners.

Matters Arising: Mr and Mrs Colman had replied to the council’s letter agreeing that during the first summer of the new system their bins were trespassing on the village green and apologising for this action, but also maintaining that their old bins had also remained on the green at the same time in the original location. When the old bins were disposed of the new bins were sited at this location therefore maintaining the easement. This matter was left in abeyance awaiting comment from NALC/YLCA.
Natural England are holding two meetings in May in Grassington and Kendall re: the Lakes to Dales Landscape Designation Project. These will be briefing meetings to find out more about the proposals. YDNP had written to all Councils to set out their response on the proposals. Clerk to respond to their letter as the Parish Council’s views are very similar.
NYCC advise minor roads within the parish will be repaired as soon as possible. It was noted some repairs have been carried out.
In a response to a letter from Reeth Gazette, councillors agreed to review the rent in November 2010 and that for the rest of this year to leave the rent quarterly.
RDC had forwarded copies of two final reports, their scrutiny review into travel/transport to hospital appointments and the scrutiny review into leisure provision for the over 50’s. RDC are holding consultation meetings on the Richmondshire Local Development Framework. This is for communities outside the National Park.
NYCC are reviewing passenger transport services and home to school transport services in Richmondshire and the surrounding area. Council will comment that sixth form students from outlying areas should not be charged for school transport.
A copy of NYCC minerals core strategy was not discussed as this covers areas outside the Yorkshire Dales National Park.
CE Electric have developed their web site, councillors can now report problems such as trees near overhead lines on line.
Highways have sent notice that the road from Grinton to Bellerby Moor will be closed to traffic on Wednesday 30th June 2010.
It was decided not to put any nominations forward for YDNP Best Building Design Awards.
Mrs Morgan has requested permission to site a trampoline on the village green; this would be moved to one side when not in use. It was agreed that this shouldn’t be sited and stored in the village green.
There were no objections to Mr Forrest replacing a sycamore tree growing on the west side of Grinton Gill. Clerk will check if this is on parish ground and advise Mr Forrest that National Park approval may be required.
YDNP has forwarded a list of the sites assessed in their call for housing sites which will be considered. The site appraisals and the Working Groups reasons will be published as part of the Housing Development Plan evidence base.
YDNPA have forwarded details of the process to be used for selection of parish members onto the Authority.
NYFRA draft integrated risk management plan consultation and YDNP planning agenda were at hand. No comments were made on the NYFRA document.
A letter from NYCC regarding proposals to deliver a Parish Charter between NYCC, parish councils and district councils will be circulated to Councillors. Any comments should be raised at the July meeting; responses are requested by Thursday 15th July.

Insurance: A review was conducted on the Parish Council and Parish Hall insurance. The majority of these are duplicated so it was agreed to find out if they can be all on one policy. It was agreed not to have Libel and Slander cover and Officials Indemnity Cover. The hall policy includes £45k approximately for Goods held in Trust for the gazette. The clerk had spoken to the gazette to find out if they wished to source their own cover as the premium seemed very high.
Any other business: The gazette will be reminded to tidy the hall downstairs room to make space for the election on Thursday. Councillor Sunter had attended the forum meeting for the Upper Dales Area Partnership; he had been disappointed to see that he was the only rural councillor in attendance.
Councillor Alderson advised that Mr Alderson at Greenways has offered to cut the grass near Mrs Sutherland’s house. It was agreed to hold a parish hall meeting prior or after the next Parish Council meeting, until then hall bookings can be made via the clerk and Councillor Alderson will open the hall and switch the heating in if required.

Matters Arising: Potholes on the Harkerside road still need attention, MYCC have forwarded an update on gritting following the severe winter weather.
Cllr Coates has passed her details to LINK to be the local health and social care communicator. The Forum meeting for the Upper Dales Area Partnership has been rescheduled for Monday 8th March, at 7.00pm, at the Dales Countryside Museum. Cllr Sunter will try to attend this meeting.
Correspondence: Natural England has forwarded a consultation document ‘Lakes to Dales Landscape Designation Project’. The Council will respond expressing concern over membership of the Authority, that it should be increased to maintain current levels of representation and allow for allocation for representation for any new areas designated, also that the title Yorkshire Dales National Park be maintained.
In response to the District Council’s survey there are no services currently procured that the Council could secure from the District Council.
Following the recent death of Mr Sutherland, Mrs Sutherland has advised she will not be able to maintain grass cutting on the green near Mill House. The chairman thanked Mrs Sutherland for the work done over the years on this area of green and expressed the Council’s sympathy on the loss of her husband.
Mrs Sutherland has also requested that a new booking secretary be appointed for the parish hall. Councillors will consider this prior to the next meeting.
It was agreed to enter the Rotary Club best kept village competition.
The owners of Corner House have advised that they still claim a prescriptive easement to site bins on the village green on the basis that the location has not been moved. Clerk to clarify with NALC solicitors the exact establishment of an easement as their earlier correspondence indicated that an easement would not have been established if over the passage of time the bins have not remained in the same position.
A decision on whether to make a small donation to the Great North Air Ambulance was left in abeyance until year end accounts are available.

Finance: It was resolved to pay the following Yorkshire Water £21.73, YLCA subscription £34.00 and Npower electric bill.
Any other business: Cars parking on the Harkerside junction are causing access problems for vehicles along Harkerside road. It was agreed that the chairman would speak to nearby residents. The streetlight opposite Mill House will be reported and repairs requested for pot holes on the Summerlodge to Springend and Crackpot roads.
As there was no further business the chairman closed the meeting.

Grinton Parish Council meeting, Monday 4th January 2010 at 7.15pm in Grinton Parish Hall.
Present: Chairman Cllr Brown, Cllrs Alderson, Coates and Sunter, the local press reporter, clerk and one member of the public. Apologies were received from Cllr Porter.
Minutes: The minutes of the last meeting were read, approved and signed.
Matters Arising: Clerk had met BT who had identified the cable in the churchyard and they have agreed to remove it. County Councillor Blackie was unable to attend the meeting but had sent a message that he will be pursuing the matter of gritting for areas where there have been none. Highways will inspect the Harkerside road and undertake repairs, weather permitting.
Correspondence: YDNP advise work will be undertaken on 5 sycamore trees at Manor Farm, Grinton. NY Poilce are looking for volunteers to develop a team who will keep them updated with local community profiles and help compile a neighbourhood profile. RDC are requesting possible locations and demand for allotment provision. Planning has been approved for listed building consent for roof repairs and repainting at Usha Top, Whitaside, and erection of a free standing greenhouse at Manor House, Grinton. YDNPA have sent a letter clarifying notification of parties when amended plans are submitted as part of a planning application. Richmond Fire Station is recruiting volunteers to train to fit smoke alarms in their local community. The next Upper Dales Area Partnership Forum meeting will be held on Tuesday 19th January at 7.00pm. YDNPA are seeking comments on the second call for housing sites by 5th February, details are available on the National Parks website. White Rose Update. YDNPA planning agenda, RDC Citizens Advice Bureau annual report 08/09, NY Waste Partnership newsletter, NYFRA summary of accounts 08/09 and corporate plan 2009-2012, and Clerks and Councils Direct were all at hand. NY Link are looking for people to be a Health and Social Care Communicator for local communities, Cllr Coates will contact Link as she may be interested in helping.
