Melbecks Parish Council now has its own web-page here.

Melbecks Parish Council meets every 6 to 8 weeks on Thursdays at 7:30  pm. The meetings alternate between Gunnerside Village Hall and Low Row Institute cover the two main areas that Melbecks Parish covers.

All residents of the parish are welcome to attend these meetings.

MELBECKS PARISH COUNCIL
MINUTES OF PARISH COUNCIL MEETING HELD ON 24th NOVEMBER, 2011.

The Parish Council Meeting was held on 24th November, 2011, at Gunnerside Village Hall, beginning at 7.30 p.m. Councillors D. Alderson, Calvert, Crapper, Blackburn and Gardner were present with Councillor R. Alderson presiding. Clerk was Mrs. Sharp.

1.         APOLOGIES FOR ABSENCE:  None received.

2.         DECLARATION OF INTERESTS
            None.
 
3.         MINUTES OF PREVIOUS MEETING: 
The Minutes of the Parish Council Meeting held on 8th September, 2011, had been circulated.  The minutes were approved and signed as a true and accurate record.
 
4.         MATTERS ARISING:
a.     Councillor R Alderson reported the Street Light at Low Row had now been connected.

5.         FINANCE:
a.     Councillors agreed and signed the banking authority forms to enable the Clerk to administer Council funds.  

6.         HIGHWAYS:
a.     The Chair read out a progress report from Highways on matters raised by the Council.  All items had been added to Highways work list. 
b.    Councillors discussed a solution to Gunnerside parking in particular on the strip of land between the Village Hall and the bridge end.  Cllr Crapper reported he had consulted with Highways who advised they could mark-up parking spaces using their maintenance budget.  The Council is to ascertain land ownership before proceeding. 
c.     Cllr Crapper reported a significant volume of water running across the road at Rowleth End thought to be a blocked drain.  The Clerk was instructed to write to Highways. 

7.         RICHMONDSHIRE DISTRICT COUNCIL:
a.     A Parish Precept of £1,000 was proposed by Cllr Calvert for the financial year 2012/13, Cllr Crapper seconded the proposal.  The Council unanimously agreed.
b.    The RC Safety Partnership reported periodic speed enforcement activity would continue in the areas of Langthwaite, Low Row and Reeth.
c.     The Chair advised the Council that the Clerk had attended a free training session run by RDC for a website provided by them free of charge for the Council’s use if they wished.  The Council agreed the Clerk to utilise this facility as provided for Minutes and other Council information for the public to view on web address Melbecks@parishconnect.co.uk. 
d.    The Council noted the RDC update on the Richmondshire Local Development Framework consultation.
e.     The Council noted the Parliamentary Boundary Review update.
f.     The Council reviewed the proposals for changes to local public convenience services and advised RDC they were not happy with proposed winter closure proposals.  The Council suggested an alternative reduced cleaning winter service of one clean per day.

8.         NORTH YORKSHIRE COUNTY COUNCIL:
            No notifications had been received from the NYCC.

9.         Y.D.N.P.A.:
            a.  The Council offered no members to the request from the Yorkshire Dales Access Forum.
            b.  The Council noted the National Park’s update of the YDNPA Housing Development Plan 2011-2025.  
            c.  The Council noted the letter expressing concerns about the YDNPA Housing Development Plan 2011-2025 and offered no comments.
            d.  The Council noted the Planning Application for East Broccabank (R/05/37A) had gone to Appeal, no further comments were required from the Council.
            e.  The Council reviewed the Planning Application (R/05/220) for Gunnerside Methodist Church raising no objections but querying whether the building was listed.  The Clerk was instructed to enquire.

10.       OTHER CORRESPONDENCE / AOB:
a.  The Council noted the correspondence from Natural England giving an update on the Lakes/Dales Designation Project.
b.  The Council noted the latest Rural Action Yorkshire ‘Country Air’ publication.
c.  The Council agreed to a joint order of Jubilee commemorative mugs for Parish children under the age of 16 with Reeth Parish Council.  The Clerk was instructed to reply.
d.  The Council noted the Clerks & Councils Direct publication.  
e.  The Council noted the update from the Upper Dales Health Watch on the NYCC Joint Strategic Needs Assessment. 
f.  The Council noted the Minutes of the Upper Dales Health Watch latest meeting.
g.  The Council noted the document sent from the Upper Dales Health Watch on the Yorkshire Ambulance Service Patient Transport Charter.
h.  The Council agreed a donation of £100 to the request from South Cleveland Heart Fund as it could potentially benefit parishioners.
i.   The Council noted correspondence from the Environment Agency asking if the Parish needed more specific flood warning communication.  Councillors felt this was not relevant to this Parish.
j.   The Council noted the LEADER programme update newsletter.
k.  The Council noted the offer from Richmond Eco Week for free trees for planting in parish projects and took no further action.
l.   The Council noted advice on the TV digital switchover and agreed to distribute this information to parishioners.
m. The Council decided against a donation request from North Country Theatre.
n.  A report of a damaged commemorative bench in the parish had been received by the Council.  A replacement is to be looked into by the Council. 
o.  Cllr Crapper raised the issue of the Orange mobile telephone mast at Dykes Head developing a fault and the system going down for a number of days before Orange were made aware of this fault.  The Council requested the Clerk write to Orange to obtain details of any emergency telephone number that can be used to inform Orange in such a situation in the future.
p.  The Council declined a donation request from the Richmondshire Citizens Advice Bureau.
q.  The Council considered the contents of an anonymous letter received from a parishioner detailing various issues of concern in the parish.  The Chair proposed a signed formal letter be requested from the parishioner so that the issues may be formally dealt with in accordance with Parish Council correct procedure at the next Parish meeting.

12.       DATE AND TIME OF NEXT MEETING:

The next Parish Council Meeting will be held in Low Row Institute on Thursday, 26th   January, 2012 at 7.30pm.

MINUTES OF PARISH COUNCIL MEETING HELD ON 8th SEPTEMBER, 2011.

The Parish Council Meeting was held on 8th September, 2011, at Low Row Institute, beginning at 7.30 p.m. Councillors D. Alderson, Calvert, Crapper, Blackburn and PCSO M Godridge 273 were present with Councillor R. Alderson presiding. Clerk was Mrs. Sharp.

1.         APOLOGIES FOR ABSENCE:  Cllr M Gardner, PCSO Tracie Lee-Page.

2.         DECLARATION OF INTERESTS
            None.
 
3.         MINUTES OF PREVIOUS MEETING: 
The Minutes of the Parish Council Meeting held on 30th June, 2011, had been circulated.  One amendment was made to Item 4 whereby the date was changed from ‘201’ to ‘2011’.  The minutes were then approved and signed as a true and accurate record.
 
4.         MATTERS ARISING:
None.

5.         FINANCE:
a.     Councillors agreed the payment of Mazars external auditor’s fee of £60.00. 
b.    Councillors agreed the payment of Richmondshire District Council’s uncontested election fee of £65.00. 

6.         HIGHWAYS:
a.     The Chair read out Highways advice on winter maintenance and snow code. 
b.    The Council was notified of the County Council Highways and Transportation Services new Local Transport Plan renewal (LTP3) including details of the RDC capital programme for 2011/12.
c.     The Council had received correspondence from a parishioner that Street Light No RDS 12 near Melbecks Parish Church, Low Row was due to be installed on 24th August and subsequently electrically connected.  The Chair informed the Council that this light had been installed but was not yet connected.  

7.         RICHMONDSHIRE DISTRICT COUNCIL:
a.     The Council received and submitted a questionnaire for a Polling Station Review for Low Row and Gunnerside polling stations. 
b.    The Richmondshire District Council Update publication of July 2011 was noted.
c.     The Council was notified by the RDC Hambleton & Richmondshire Community Safety Partnerships that the Richmondshire Speed Matrix meeting had been held on 24th June 2011 and that speed enforcement action would continue at Low Row on the B6270. 

8.         NORTH YORKSHIRE COUNTY COUNCIL:
            a.  The Council had been notified of the Richmond Cycle Race Grand Prix taking place on Sunday, 4th September 2011. 
            b.  The Council noted correspondence from the NYCC notifying them of the consultation to refresh the Sustainable Community Strategy for North Yorkshire and inviting comments. None were made.

9.         Y.D.N.P.A.:
            a.  The Council was notified that Swaledale & Arkengarthdale has a new Area Ranger, Mr Michael Briggs and that Mr Ian Broadwith returns to his role as Access Ranger.
            b.  The Council was asked by the YDNPA whether they required one of their Members to attend one of the Parish meetings as a National Park Authority representative.  The Council affirmed that a Member of the YDNPA already attended their meetings.
            c.  The Council received notification that planning permission at East Broccabank, Low Row had been refused.
            d.  The Council was notified of the changes to the Planning Application Scheme of Delegation relating to decision making process.  Small and non-contentious cases would no longer go to committee. 
            e.  The Council received notification that approval had been given for tree pruning to take place within the Swaledale & Arkengarthdale Conservation Area at Horsegarth, Broccabank, Low Row.  The applicant has 2 years in which to undertake the work. 

10.       YLCA
            a.  The Council was notified of the unopposed election of Cllr Harold Brown (of Grinton Parish) to the YLCA as parish representative.
           
11.       OTHER CORRESPONDENCE / AOB:
a.  The Council noted correspondence from Richmond & Hambleton Furniture Store (registered charity) requesting household items from parishioners be donated to them.
b.  Yorkshire Energy Partnership wrote offering free insulation for over 70s and asked for the Council to promote their services.
c.  The Yorkshire Dales LEADER Programme Newsletter notified the Council that it continues to support projects until 2013.
d.  The Council noted the Rural Action Yorkshire ‘Country Air’ publication for Summer 2011.
e.  The Council noted the Clerks & Councils Direct publication.  
f.  The Council noted that works on the beckside wall at Gunnerside and three cattle grids had not yet been carried out and that no acknowledgement of the Council’s instructions had been received by Highways.  The Clerk was instructed to write a further reminder letter to Highways.

MELBECKS PARISH COUNCIL
MINUTES OF PARISH COUNCIL MEETING HELD ON 30th JUNE, 2011.

The Parish Council Meeting was held on 30th June, 2011, at Gunnerside Village Hall, beginning at 7.30p.m. Councillors D. Alderson, Calvert and RDC Cllr M. Gardner were present with Councillor R. Alderson presiding. Clerk was Mrs. Sharp.

1.         APOLOGIES FOR ABSENCE: 
            Councillors Blackburn and Crapper.

2.         DECLARATION OF INTEREST
            None.
 
3.         MINUTES OF PREVIOUS MEETING: 
The Minutes of the Parish Council Meeting held on 19th May, 2011, had been circulated.  One amendment was made to Item 11.l, ‘Cllr P Metcalfe’ was amended to read ‘Cllr P Calvert’.  The minutes were then approved on the proposal of Councillor P. Calvert, seconded by Councillor D. Alderson, agreed and signed.
 
4.         MATTERS ARISING:
a.     Further to Item 11.l. of the Minutes of 19th May 201 the Clerk reported that Highways had been written to and that no reply had been received yet.

5.         FINANCE:
a.     The Clerk produced the completed Mazars annual accounts form, internally audited and ready for inspection and by the Council.  The Council approved the accounts and the Chair signed the form. 
b.    The Clerk produced letters of authority for signature by the Council to grant the Clerk access to the Parish accounts as Financial Officer to the Council. 

6.         HIGHWAYS:
a.     The Chair read out an e-mail from Peter Ball, Electrical Inspector, Street Lighting Dept stating that street light no. RDS 12 near Melbecks Parish Church Low Row would be installed in April/May.  Cllr R Alderson informed the meeting that this had not yet been installed. 

7.         RICHMONDSHIRE DISTRICT COUNCIL:
a.     The Chair read a letter to the Council from an Affordable Housing Enabler.  The Council felt this area was covered by the National Park.
b.    A letter from Richmondshire District Council regarding Consultation on Preferred Core Strategy and Local Strategy Statement for land outside the National Park was noted.

8.         NORTH YORKSHIRE COUNTY COUNCIL:
            a.  The Richmondshire Area Committee Agenda was made available to the Council.
            b.  The Council was notified that from Friday, 16 September 2011 the mobile library service will cease.  NYCC aim to provide a replacement service using 3 new supermobile vehicles alongside volunteer services.  Cllr Gardner updated the Council on the provision for Swaledale reporting that as a consequence of the closure more libraries would be kept open.  The supermobile service will come up to Reeth and possibly Langthwaite for 2 hours every 2 weeks, every other Wednesday.  Hawes community bus will be running a service to coincide with the supermobile service coming over the Buttertubs and down Swaledale where it will stop for 1 hour at Reeth.  Cllr Gardner added that a volunteer from Hudswell runs a voluntary library service out of Colburn and is willing to extend this service up the Dale to Keld.  Cllr Gardner will update the Parishes of the Dales further in an upcoming article in the Reeth Gazette.

9.         Y.D.N.P.A.:
            a.  The Council considered: Planning Application at East Broccabank, Low Row - no comments or objections.
           
10.       OTHER CORRESPONDENCE / AOB:
a.  The Council agreed to keep the Clerk as the representative for the Upper Dales Health Watch. 
b.  The Council considered the Parish Caretaker Scheme offered by the Yorkshire Dales Millennium Trust and decided not to join.
c.  The Council were made aware of a proposal for a community safety event by the Environment Agency hoped to be held in Reeth at the end of July/beginning of August and confirmed their support for this event.
d.  A request for support from Association of Suffolk Councils was heard by the Council for new planning guidance to major developers for fuller disclosure and consultation with Councils.  The Council decided on no further action.
e.  The Council was notified of the training for funding rural community buildings to be held in Masham and passed the details to the village hall and Institute committees.
f.  Upper Dales Health Watch – the Council were made aware by the Health Watch of the withdrawal of mental health counseling services by the North Yorkshire Primary Care Trust.
g.  The Clerks & Councils Direct publication was made available to the Council. 
h.  Correspondence received on the night of the meeting regarding Richmond District Voluntary Services on services available in the District was made available to the Council.
i.   Cllr Gardner reported to the Council his appointment to the Planning Committee and reported on planning issues as follows:

  1. an application had been made to buy the Tourist Information Centre on its closure and turn it into a café paving part of the rose garden adjacent to allow for café seating.  Cllr Gardner reported that 100 oppositions against were received and the application was thrown out.
  2. planning has been agreed for the Arriva Bus Station to be knocked down and 24 apartments to be built, 6 of which are to be affordable homes. 

j.   Cllr D Alderson notified the Council that the cattle grids at Shoregill, Gunnerside and Peat Gate needed to be cleaned out.  The Clerk was instructed to write to Highways.
k.  Cllr D Alderson notified the Council that the recent roadside mowing/cutting was unsatisfactory and appeared to be hit and miss.  The Council felt this needed to be completed more thoroughly and for areas missed to be cut back.  The Clerk was instructed to write to Mr Woodford of Highways to notify him of the same and remind him of the Gunnerside beck wall issue.

The next Parish Council Meeting will be held in Low Row Institute on Thursday, 8th September, 2011 at 7.30pm.

The Minutes of the Parish Council Meeting held on 17th March, 2011, had been circulated and were approved on the proposal of Councillor P. Calvert, seconded by Councillor D. Alderson, agreed and signed.
 
5.         MATTERS ARISING:
a.     Further to Item 5c. of the above Minutes: the Council nominated Councillor R. Alderson, Councillor D. Alderson and Councillor E. Blackburn as signatories on the bank account.
b.    There had been no progress on any of the Highways items recorded on the Minutes of 17th March 2011.

6.         FINANCE:
a.     The Clerk produced a completed Order to Pay as requested by Councillors to pay the following:
b.    The Reeth Gazette invoice to the value of £12.00 in payment of adverts for the Clerking position was agreed to be paid.
c.     The Gunnerside Village Hall invoice to the value of £28.00 for the rental of a room for Council meetings was agreed to be paid.
d.    The Clerk was instructed to continue the Richmondshire Small Parish Insurance Scheme to the value of £148.65 per annum.

7.         HIGHWAYS:
a.     Councillor Crapper reported that he had checked street light no.3 light and that it was now working.       

8.         RICHMONDSHIRE DISTRICT COUNCIL:
            No items to report.

9.         NORTH YORKSHIRE COUNTY COUNCIL:
            a.  The Richmondshire Area Committee Agenda was made available to the Council.

10.       Y.D.N.P.A.:
            a.  The Planning Committee Meeting Agenda was made available to the Council.
            b.  Housing Development Plan: Formal Representation was made available to the Council.
            c.  The Council was made aware: Planning Application at Bents, Gunnerside current status – consent on hold.
           
11.       OTHER CORRESPONDENCE / AOB:
a.  The Chair read the letter from Natural England re: notification of Lake District and Yorkshire Dales National Parks’ proposed extension plan.  The Council had no comments.
b.  Low Row Speeding Concerns – the Council was made aware of the update: no tickets have yet been issued but that activity will continue in the future.
c.  York & North Yorkshire Playing Fields Association membership invitation.  The Council decided not to join the membership (fee £12.50).
d.  YCLA membership and Councillor Nomination – it was decided not to become a member of this Association or offer nomination for the post from this Parish Council.
e.  The Council was made aware of the HMRC request to register Clerk payments for PAYE and NI – situation on hold.
f.  The Council was made aware of the LEADER Newsletter.
g.  The Council was made aware of the Clerks & Councils Direct publication – no items merited further action.
h.  The Council was made aware of the Upper Dales Health Watch alcohol campaign.
i.   Richmondshire Local Sports Association – the Council did not wish to pay membership.
j.   An item received from a Parishioner for the Clerk to upload Minutes of the Council meetings onto the 2Dales website was agreed by the Council.
k.  Councillor Crapper reported the appearance of white road lines at the east end of Gunnerside, Councillors noted that Highways had been seen placing them during the month.
l.   Councillor Metcalf reported that a large hole had appeared in the beckside wall of the main road through Gunnerside B6270 which was in need of swift repair.  Only the topstones remained keeping that section of wall in place.  The Clerk was instructed to write to Mr Woodford at Highways accordingly.  
m. Councillor Alderson asked the Councillors if they wished to arrange a celebrations committee meetings for Low Row and Gunnerside for the Queens Diamond Jubilee in June 2012.  It was agreed to arrange a meeting in Low Row for that locality for the time being.  The Clerk was instructed to produce the appropriate notices and arrange a Special Parish Meeting for 14th June 2011 in Low Row Institute.
