The minutes of the most recent meeting are below and are also available, together with the Minutes of earlier meetings on the archive page. Thanks to Grinton Parish Council for permission to include the items on these pages. The minutes of Grinton and Ellerton Abbey Parish Council held on Monday 1 st November 2021 at 7.15pm in Grinton Parish Hall Present: Cllr Coates (Chair), Cllrs Forrest, Barningham, Sunter, Jones and Barker the Clerk and two members of the Public. 1. Apologies: NYCC Cllr Y Peacock 2. Minutes of Previous Meetings: The minutes of the meeting held on 6 th September 2021 having been circulated were approved and signed. 3. Matters Arising: Debris under the Bridge: Letters have been received from Rishi Sunak and NYCC regarding the request to clear the flood debris under the bridge. NYCC state that the debris is not been assessed as an immediate flood risk and that it will eventually transfer by itself to the Swale. It was decided to take the matter up with Cllr Peacock again. Parish Forum Meeting: Cllr Jones attended the meeting and reported that he has signed the Council up to the Scheme to decarbonise Community Buildings. This will provide us with a survey of the building and recommendations for improvements. Funding will be available next year from YDNPA to carry out any works found necessary. Area Partnership Underspend: Grants of up to £1,000 are still available from Richmondshire District Council for community schemes. Applications must be received before 2 nd December. It was agreed that an application would be made for renewing the old storage heaters in the Hall. Cllr Forrest will obtain quotes for these works. Street Light, Grinton Bridge: The Clerk has contacted RDC to ask for an update on the request for a new light on the end of the bridge near The Old Post Office. RDC have been out on site and need to make a test hole in the bridge to see if will be possible to erect a new pole. As the grassed area between the bridge and River View is registered Village Green, it was decided to ask RDC to site the pole there. The light will be a solar light so no electric cables will need to be installed. Dog Waste Bin; Correspondence has been received from RDC stating that they will not be able to provide a dog waste bin at the end of the Swale Trail as requested due to operational issues. Cllr Forrest proposed that we request one of the new recycling bins that have been installed in other villages. The proposal was seconded by Cllr Jones and passed by 4 votes to 2. Cllr Good informed the meeting that he thought that the current budget had been spend but to request the bin through himself and he would put it forward to RDC. 4. Correspondence: Yorkshire Dales National Park: Planning Application – Crackpot Farm There were no objections to the proposal. Action Network: 20mph Speed Limit Motion Details of the scheme to try reduce the speed limit in towns and villages had been circulated to Councillors and the following motion was proposed by Cllr Barker, seconded by Cllr Jones and agreed unanimously. This Parish Council supports the implantation of 20 mph as the default speed limit in our parish and all the urban and village streets in North Yorkshire where people live, work, shop, play and learn. This parish council will write to the Leader and Cabinet Member for the Highways Authority (currently North Yorkshire County Council) to implement a County wide policy on this issue to support 20 mph as the default limit with higher limits only where the need of vulnerable road users are fully taken into account. Reeth Parish Council: Rememberance Day Parade No Councillor would be able to attend the parade but Cllr Coates will be at the church to lay the wreath on behalf of the Parish Council. 5. Finance: Precept: It was agreed that the precept should be raised again for the coming year Cllr Coates proposed £5000, seconded by Cllr Jones and agreed unanimously. The Clerk will complete the necessary paperwork for RDC. Cheques: Cheques were signed for the Clerks wages and expenses. 7. Any Other Business: Memorial Bench – Low Lane: An email has been received from a resident who wishes to install a bench as a memorial to his family at Windy Walls on Low Lane. As this is not parish land, the council are unable to give any permission for this. The Clerk will reply to the resident stating this and suggesting that he contacts the YDNPA Ranger as the site is on the Swale Trail. Registration of Ownership of Village Hall: Cllr Jones suggested that the ownership of the hall should not be in the Parish Council’s name in case in the future there are any restructuring of the local parishes by Local Government. It was agreed the check the deeds to ascertain who’s name the hall is registered in. It may be that there needs to be changes make to ensure that it is in trustee’s names to ensure ownership remains within the local community. Superfast Fibre: Cllr Forrest reported that the have been no updates on the installation of this service to the village since the last meeting. He will contact BT again. Village Information Board: The YDNPA have a budget to provided information boards to villages. Cllr Forrest proposed that we contact them to obtain a board for Grinton. This was agreed in principle with the position of such a board to be decided later. Cllr Forrest will contact YDNPA to request a board. 8. Date and Time of Next Meeting: Monday 10 th January 2022 at 7.15pm in the Village Hall.
