GRINTON & ELLERTON ABBEY PARISH COUNCIL The minutes of Grinton and Ellerton Abbey Parish Council held on Monday 1 st March 2021 at 7.15pm via Microsoft Teams Video Link Present: Cllr Coates (Chair), Cllrs Barningham, Sunter, Jones and Forrest, the Clerk, NYCC Councillor Y Peacock, RDC Councillor R Good 1. Apologies: None 2. Minutes of Previous Meetings: The minutes of the meeting held on 4 th January 2021 having been circulated were approved and the Clerk will arrange to have them signed. 3. Matters Arising: Flood Works: The works to the beck are on-going and the bottom of it has been made as wide as possible with large rocks and cement on the sides. It was proposed by Mark F that a load of topsoil is put onto the Village Green area to finish it off and this was agreed unanimously. The sycamore tree on the Green is split and in a dangerous condition, after consulting a tree specialist it has been established that the only course of action would be to put straps around it but that would only prolong its life for a maximum of 10 years. It was proposed by the Chair and seconded by Mark F that the tree is removed. The parking spaces need to be finished off and it was agreed to ask Richard Scarr to carry out this work as extra to his quote. The Bridge wall at Brownagill on Harkerside is still in a dangerous state and still has barriers around it from the floods in 2019. Parts of the wall appear to still be crumbling. Cllr Peacock will chase up the matter with NYCC. The work by PPS Contractors at the bottom of the beck is now completed and the Green near Bridge Cottage has been re-turfed. It was proposed that white marker posts are put along the edge of the Green to prevent damage from cars parking on it. Village Name Sign: The Clerk reported that NYCC would like to sign to be on the opposite side of the carriage way to that proposed by the Council. It would also have to be at least 4.5 metres from the edge of the road. It was agreed that another site meeting was needed to decide on the best position. Once this has been agreed permission would need to be sort from Lord Peel as it would be on his land. 4. Correspondence: Richmond Rotary: Correspondence has been received that the Rotary Club are intending to run the Best Kept Village Competition this year. It was decided to defer any decision on entering until the flood restoration works are fully completed. National Census: Cards and letters are going out to households and information is also available for those who cannot fill in the forms on line. YDNPA Local Plan: A response to the plan had been sent on behalf of the Parish Council by the Chair expressing our concerns regarding the downgrading of Reeth from a service centre. Cllr Good reported that all the Parish Councils locally have objected to this and that he intends to contact the media regarding the issue. 5. Finance: The Clerk reported that she had applied for the various Covid business grants that were available to us for the Village Hall, these had been successful. The Clerk will ask the YLCA if it is possible to have a separate bank account for the Hall to keep the money separate from the other funds in the general account. 6. Any Other Business: Cllr Peacock reported that the bridge at Cogden South on the Moor Road will be re-opening this week. 7. Date and Time of Next Meeting: Monday 3 rd May 2021 at 7.15pm this will be the AGM.
