The minutes of Grinton and Ellerton Abbey Parish Council held on Monday 5 th July 2021 at 7.15pm in Grinton Parish Hall Present: Cllr Coates (Chair), Cllrs Barningham, Sunter, Jones and Forrest, the Clerk, NYCC Councillor Y Peacock, RDC Councillor R Good 1. Apologies: None 2. Minutes of Previous Meetings: The minutes of the meeting held on 3 rd May 2021 having been circulated were approved and signed. 3. Matters Arising: Council Vacancy: An enquiry has been received from Matt Barker regarding the vacancy on the Council, as we have now received confirmation from RDC that we are able to co-opt, it was decided to invite Matt to join the Parish Council formally at our next meeting in September. Flood Works: Chris Curry has now spoken to the residents who had expressed concerns regarding the planting of Willows to stablise the banks of the beck and they still don’t want the works to be carried out near their property. Cllr Forrest presented a quotation from Orca landscaping for works to the Lower Green. This was accepted and Cllr Forrest will contact them to carry out the works, the timescale being 4-6 weeks from acceptance of the quotation. It was also decided that the Residents Only parking signs would not be replaced. Cllr Peacock reported that she has brought the build-up of debris under the bridge on the main road to attention of NYCC and has not heard anything from them regarding the matter but she will remind then again. She has also reported the damage to Brownagill bridge and has been told that there is an order on the system for the works to be undertaken. The road at Swale Farm is also being investigated by NYCC engineers to try to provide a long-term solution to the subsidence there. Village Name Sign: Due to the timescale of getting the sign on a stone plinth had been decided that the sign should be placed on the cattle grid gate as originally suggested by NYCC. Cllr Forrest has ordered the sign from NYCC and hopefully it will be in situ soon. Village Hall Registration: Cllr Coates reported that since her email to John Hall in November 2020 she has not received any update on the process. She emailed again in March and again received no reply, it was decided that the Clerk should write to the solicitors asking for an update on the process as soon as possible. Dog Waste Bin: The Clerk has ordered the bin to be placed at the end of the Swale Trail with RDC. The bin will only be able to be emptied on a fortnightly basis. The Clerk will contact RDC again to see if there is a date for the bin to be sited. 4. Correspondence: Richmondshire District Council: Street Lighting Programme: Finding is available for new street lights in the District. Cllr Good reported that there is funding available for 30 new lights approximately 3 per Parish. The new lights will not be lit all night but will go off between midnight and 5 am. It was agreed to apply for a new light at the end of the main bridge near the Old Post Office. The Clerk will complete the necessary paperwork. Yorkshire Dales National Park: Planning Application – Memorial Bench, Grinton Smelt Mill: Councillors has no objection to the proposal. 5. Finance: The Clerk gave an update of the current financial position and a cheque was signed for her wages. 6. Any Other Business: Defibrillator Guardian: Councillor Coates has been the guardian for the defibrillator since its instillation and would now like to stand down. Cllr Sunter agreed to take over the responsibility. Land at Raw’s Cottage: The area of Parish land near this property has now been cut by a contractor and the owners of Raw’s Cottage are happy to continue to look after the area in future. Village Hall Usage: Cllr Coates asked the Clerk to check with the Reeth Gazette as to whether they are still using the Hall and to have the keys returned if they are not. She also asked councillors to think of ways to promote the usage of the hall in future. Fibre Broadband: Cllr Forrest reported that there has been no update as to when the works will be completed but that they must be done by the end of this year. 5G Coverage: Cllr Peacock should be able to give an update on the progress of the roll-out at the next meeting. Seat outside Greenways: Cllr Coates reported that the seat is in need of repairs. Cllr Sunter will ask Tony Sunter if he is able to undertake the repairs or if a joiner will be required. ‘Ard Rock Cycle Event: Cllr Coates reported that the organisers of the event had contacted her to say that there will be a scaled back event this year over 3 days - 6th to 9th August. The only people that will be allowed to camp for the event are those taking part and any support teams. There will be no music event this year. 7.
